    An investigation into the challenges affecting special schools management in the implementation of free primary education Mombasa County, Kenya.

    The researcher studied the challenges faced by head teachers in the management and implementation of Free Primary Education funds in special schools, Mombasa County. The objectives of the study were to determine the challenges head teachers face in the administration and implementation of FPE funds in special schools in Mombasa County. To find whether financial management training of head teachers instigation the effects of FPE funds in special schools, to investigate teachers organizational skills and training impact on learning outcomes in special schools, Mombasa County. The study was done in five special schools were the five head teachers were administered a questionnaire. Data was collected, presented and analyzed using tables, percentages and description. The findings of the study were that educational resources, teaching and learning instructional, physical and financial resources were inadequate to meet needs of the schools. FPE funds were not enough to meet the special school teaching and learning programmes, schools needed. Head teachers had no prior training in financial management as in accounting, record keeping, budgeting, resource selection management, supply and procurement. Policy guidelines in the use and implementation of FPE funds did not allow virement of funds from one vote head to the other it made it difficult for head teacher. The study recommended that the Ministry of Education designs financial management course to train head teachers in financial management. The FPE fund allocation is not enough and that be increased of the market today. The policy guideline on vote heads be given an alternative of virement of vote heads.
