The purpose of this study was to investigate whether effective teaching can genuinely occur within an environment of few teachers and more learners in primary school within Usigu Division, Bondo District with an aim of extra corrective measures to the problem. The study was guided by the following objectives which were to find out the effect of pupil- teacher ratio on talent development and to make recommendations on the improvement of pupil teacher ratio in the classrooms and school in general. The findings of the study were important in the sense that the government in collaboration with the ministry of education could seek to offer in-service training courses for teachers, employ more teachers and also advocate for a required maximum number of pupils to be enrolled in schools with a special focus for improved education. The study was based on constructivism theory which is advocated by Piaget (1969). It is a theoretical perspective concerning how people came to know that is acquisition of knowledge that constitutes teaching and learning. Review of related literature was on the influence of teacher- pupil ratio on academic performance, influence of teacher- pupil ratio on talent development and ways of improving teacher-pupil; ratios in schools. The research design was descriptive survey and the target population was 56 subjects in the selected 8 primary schools out of the 35 primary school in the Division. The subjects comprised of 2 boys, 2 girls and head teachers in each selected school, who were chosen through simple random sampling procedure with questions used to collect data.en_US
