Abstract
The purpose of this study was to investigate the impact of FSE on enrolment trends and student performance on completion of FSE. The study was aimed to find out the trends in enrolment and the factors affecting enrolment under FSE in public schools and private schools in the county, to analyze the effects of FSE on physical facilities and the quality of education and to establish intervention strategies to address gaps facing access to FSE in the county. The study targeted157 respondents in the following sample size: 5 principals, 35 teachers, one DEO and DQUASO, 30 parents as 75 students and 5 KNUT and KUPPET Representatives in Matiliku sub-county, Makueni County. The study was able to investigate the impact of FSE on enrolment trends and student performance on completion of FSE in Matiliku sub-county, Makueni County through questionnaires, interview schedule and observation checklist. The study found that: there was a high and increased student enrolment in secondary schools. The objectives of the study included: Finding out the trends in enrolment and the factors affecting enrolment under FSE in public schools & private schools in the county, analyzing the effects of FSE on physical facilities and the quality of education and establishing intervention strategies to address gaps facing access to FSE in the county. The case study employed cluster random sampling method. Cluster sampling was used to divide the study county into four educational clusters. The targeted population for this study was 157 respondents in the following sample size: 5 principals, 35 teachers, 1 DEO and 1 DQUASO, 30 parents, 75 students, 5 KNUT representative and 5 KUPPET representative. The data collected from the study was coded and cleaned to remove outliers or missing values due to dishonest respondents. The study used both quantitative and qualitative to analyze data so as to achieve the objectives stated. The collected data was analyzed mainly by use of Weighted Mean and coded as follows according to Likert coding scale: 5-Stongly Agree, 4-Agree, 3-Undecided, 2-Disagree, 1- Strongly Disagree. The recommendations made was that the government should build new classes so as to ensure that the large number of students in class is split to make the manageable and easy to monitor by a single teacher during the lesson presentation in order to improve academic performance as the teacher can meet the individual needs of each learner. The government to provide instructional facilities such as textbooks and increase learning resource centres in the schools. The study also recommends that, the entire community should support the construction of more schools-the so called CDF schools in the county by providing free land and cheap labour. This would in turn cater for increased enrolment rates in the existing public school in Makueni County. The government should employ enough teachers in the school as the student teacher ratio was 1:50 in majority of the schools which led to poor quality of education. In this case it would cater for increased teachers’ workload and share responsibility.
