Assessing the effects of free primary education on secondary school enrollment in Elwak zone, Mandera county
Abstract
The researcher aimed at investigating the effect of FPE in the enrolment and performance in Elwak
Zone, Mandera South Division in Mandera County. It targeted sixteen schools, thirty teachers,
sixteen head teachers and ten parents. Of these the researcher will take a sample of five schools,
five head teachers and ten teachers represented by thirty three percent (33%) and ten parents of the
targeted population. There is tremendous increase in enrolment in the primary sector with more
pupils enrolled. This has led to the shortage of teaching facilities in primary schools. There is also
understaffing with teacher pupil ratio in some schools rating at 1:80. This affects performance
leading to drastic drop in the mean score. On the other hand there is declining in secondary schools.
Most of the pupils who have cleared primary level do not precede to secondary school hence low
enrolment. The researcher therefore came up with complementary approaches to curb low
enrolment in form one. The researcher used survey kind of approach with its quantitative and
qualitative data which was easy to deal with. The researcher used instruments such as
questionnaire, interviews and observation schedule. The researcher also took the questionnaires to
the sampled people and collected them after completion. Tables and graphs were also used to
illustrate the data collected. Then it was systematically analyzed, interpreted and presented in
percentages, tables and graphs.
