Abstract
This study analyzed effectiveness of stakeholders’ collaboration in the management of public
secondary schools in Loitokitok sub-county. Effective management is undoubtedly a prerequisite
to the success of schools in all its spheres of operation. Positive involvement of the main
stakeholders in the management of schools especially BOM determines the effectiveness of school
management. The research was guided by three research questions; to what extent have
stakeholders in Loitokitok sub-county collaborated in the formulation of policies that govern their
schools, what is the extent of participation of stakeholders in human resource management in their
schools, what is the degree of engagement of stakeholders collaboration in financial management
in their school. The researcher has reviewed literature on the general management of schools, legal
framework for the functions of different stakeholders, the relationship between the head teacher
and the stakeholders. The researcher also reviewed literature relating to the decision making
process in schools. Generally the researcher reviewed literature relating to stakeholders
collaboration in the management of public secondary schools under the following sub-heading;
stakeholders collaboration management, formulation of policies, human resource management and
financial management. The study has employed survey research design to analyze the effectiveness
of school stakeholders in Loitokitok sub-county. Data were collected using questionnaires and
interview guides. The study targeted the population of head teachers, BOM members, PTA
committee members, area education officers and district education officer. The researcher used
combination of stratified and simple random sampling to select the sample. The sample consisted
of 6 schools and 57 respondents who will be made up of 18 BOM members, 15 PTA committee
members, 15 teachers, 6 head teachers, 2 area education officers and 1 district education officer.
The researcher collected all the data in person by visiting all the sampled schools and offices.
However before beginning the exercise, the researcher sought permission from the relevant
authorities. At school, the researcher first discussed with the principal the purpose of the study
then proceeded to select the sample for the study. Data was analyzed using SPSS computer
programmed where questionnaire items were coded and cross-tabulated and subjected to testing
using chi-square distribution. percentages were used to discuss the findings. The researchers found
that while the stakeholder collaboration were effective in financial management in their respective
institutions the same cannot be said of their engagement in the formulation of policies that govern
their schools. In addition the researcher also found that stakeholders collaborate in supervising the
implementation of school projects and programmes. However research findings revealed that the
stakeholders collaboration is in effective in discharging the important role of managing human
resources pertaining to teachers and students. It is hoped that research findings from this study will
influence the ministry of Education science and technology to intensify their efforts in training
different school stakeholders on effective collaboration in the management of schools.
