a sample size of seven out of the thirteen public schools in the district. Questionnaires were used
as instruments for collecting data from the principals and head of departments. Validity of the
instruments was done through experts in research and piloting. Reliability was tested by
subjecting the instruments to a pilot study through the split-half techniques and then spearman
brown prophesy formula was used to compute a reliability coefficient which was established at
0.98. The data collected was processed and analyzed using SPSS package and output in
Microsoft Word 2010.
The findings revealed that the implementation of subsidized secondary education in Mombasa
district faced many challenges which are attributed to high enrollment, High drop-out rate, Low
