Abstract
This paper highlights the concepts of literacy, traditional user education and information literacy. The dramatic changes in information technology are having a considerable impact to the higher educational institutions in Thailand and Kenya, especially in the development of distance education system and regional campuses as well as the digital library. Therefore, in such educational environment, the students are expected to be information literate users. The suggestions focus on the information literacy instruction of the library science department and the user education of university libraries.
