Abstract
The present research is entitled “Global Communities projects administration and beneficiaries development”, a case study of USAID/Higa Ubeho Project”. The prime objective of the study is to analyze the strategies used by the project to empower its beneficiaries for development. The researcher has identified related research questions that strive to respond to the general objective mainly to analyse the level of beneficiaries’ empowerment to be involved in activities implementation. Beneficiaries’ development principle is to make services available and accessible to the whole population .Governments themselves began to doubt their own development strategies and thus realized the need for radical change involving private organizations voluntarily contribute to implementation of government policies related to the community development. NGOs therefore increasingly have to take on all development work.The study was used both qualitative and quantitative methods. Consequently, structured questionnaires were developed to collect data from the project beneficiaries, local leaders and from project staff in Gicumbi District, Byumba Sector. Sample size based on beneficiaries of USAID/Higa Ubeho project, 40 families, 4 local leaders and 4 project staff were the respondents. The research was strictly relying on measuring both reliable and valid of findings. Reliability as matter of whether a particular technique, applied repeatedly to the same object, yields the same result each time and validity refers to the extent to which an empirical measure adequately reflects the real meaning of the concept under consideration the researcher investigated the strategies used by USAID/Higa Ubeho projects to empower its beneficiaries for development and owning project activities after project period. The researcher was found that beneficiaries are empowered for development if they participate in the project life cycle. The researcher recommends that project beneficiaries should be given the opportunity of make decisions about the project selection because it is good to participate in project with their good senses and the project selected by them should be the ones to be implemented.
