Abstract
The Belgian Technical Cooperation (BTC) has been operating in Rwanda since 2008 to date however; there is no study that has been undertaken to evaluate the impact that this has had on beneficiary institutions in Rwanda. Obtaining accurate and up to-date data on the impact of BTC capacity building projects presents an opportunity to the project itself and the Rwandan government to assess the extent to which BTC projects have been able to achieve capacity building for institutions in Rwanda. The findings will help Policy makers for both government and private in formulating policies pertaining to sustainable capacity building projects based on the results of the study. The extent and reasons for the projects’ success or failure will be established and the ways in which the failures can be corrected will be put forward. The results of the study will provide information from which future research will be built therefore this will facilitate researchers in drawing policies and conclusions for future planning. The researcher therefore used both primary and secondary sources of information. Sample selection, Questionnaire, interview guide was also used to assess the impact. Conclusions from the study was drawn from both primary and secondary data and it was observed that although the importance of capacity building for institutions in Rwanda’s public and private sectors for sustained development are recognized, the impact of BTC’s in this regard remains far from satisfactory. The country still face huge challenges in capacity building and the gaps are still far from being accomplished. Considering the history of donor capacity building projects in most African countries, capacity building need to be approached having this in mind. Recommendations from the findings of the study are highlighted as well as suggestions for future researchers.
