Abstract
The Judiciary of Rwanda is the high organ of the Republic of Rwanda in which the Government reinforces the capacity with regard to establish the good governance, acquisition of human right and maintain the development of the country. This research has the purpose to assess the contribution of the UNDP capacity building to Judiciary of Rwanda for the period 2005 to 2012 through the case study of UNDP project: Support to Supreme Court. To conduct the research, the researcher will use the courts located in Kigali city. The general objective of the study is to assess the impact of capacity building of the United Nations Development Program (UNDP) Rwanda to the Rwandan Judiciary. The specific goal of the research will be to identify UNDP contribution to judiciary, to assess the performance of the service delivery of the Judiciary after capacity building, to analyze the relationship between the capacity building and service delivery. The research methodology employed constituted analyzing the capacity building of courts located in Kigali City. The target population included 147 personnel of the judiciary in Kigali City Council taking into consideration the judges and registrars. The sample size was obtained using stratified random sampling to group the target population into strata and simple random sampling to get the sample size of 45. The researcher used as research instruments which were sent to the sample size and only 43 responses were obtained. The findings suggested that the court personnel are knowledgeable about the existence of the support provided by the UNDP to the judiciary system and received the training with this support with little about the composition of the support. Therefore, there is need to elaboration a communication strategy to make their activities known. The trainings are planned at level central level and the training may not be relevant to the personnel unless their skill and knowledge audit has been conducted prior to the organization of the training. The findings showed that the equipment and modernization of the courts has helped improve the performance of both the court and the staff of the courts and reducing the queuing to file their case, usage of paper work and the workload of the courts personnel. The findings further revealed that UNDP support has improved the staff professionalism. The professionalism leads to making cases management easier since the cases are filed via internet and the record of old cases are available to be referred. The findings demonstrated that there is a positive relationship between the capacity building and the service delivery.
