dc.description.abstract | This research deals with the management of donor funds and the performance of primary health care projects, a case of ICAP. The purpose of this research study was to see the relationship between management of donor aid and the performance of the primary health care system, and to assess the level to which donor funds influence the performance of primary health facilities. The objectives of the study are to identify the tools in the management of ICAP funds in health care services; to determine the effect of funding on human resources /capacity building of the supported health centers; to identify the relationship between funds management and the performance of primary health care facilities and to identify performance indicators to monitor the quality of funds management. The research study used the correlation and cross sectional survey methodology. The study was to analyze the correlation in order to determine or describe in quantitative terms the degree to which the variables are related. The research study used a cross sectional survey design basing on the use of qualitative and quantitative approaches to be adopted to establish the relationship between project funds and the performance of primary health care services. The study population was composed of ICAP staff and management. To achieve the objectives of the study, 80 people was composed the population. The researcher used a simple random sampling to select the study sites in order to get a sample most likely to represent all the supported sites. Within the selected study sites, respondents were selected using the purposive sampling methodology in order to get respondents who are familiar with the functioning of the health facility. Data was collected by using an approved questionnaire through interviews. The result of this study helps to provide information on how donor funds are used at the health facility level and how they impact the performance of health centers. It also helps identify factors that influence the efficiency of utilization of donor funds. The major findings of this study show that the donor funds significantly contributed to the decrease of health problems as well as improvement of primary health care service through mobilize initial financial resources. This study recommended to ICAP to continue financing health centers by focusing not only to some problems in health centers but also family planning and domestic violence. The health centers should prepare the appropriate budget according to expected needs and use all received fund as agreed, this to prevent the Career over/excess refundable and increase the credibility on the part of donors. It is highly recommended for ICAP and to have clear and resource based financial plans to obtain a realistic implementation of health centers programs.
