| dc.description.abstract | The main aim of this study was to investigate the relationship between Monitoring and Evaluation (M&E) practices and the performance of Community Learning Resource Centers (CLRCs) in Kenya, focusing on Nairobi County. Specific objectives included examining the influence of M&E planning, capacity building, data management, and stakeholder engagement on CLRC performance. The study was guided by Program Theory, Results-Based Theory, Theory of Change, and Stakeholder Theory. A mixed-methods approach was adopted, combining qualitative and quantitative designs. Data were collected from four CLRC projects with a population of 150, using stratified random and purposive sampling to select 109 respondents, including 1 County Administrator (CACEO), 3 instructors, and 20 learners. Questionnaires and interviews were employed, with data analyzed through SPSS and thematic analysis. Findings revealed that M&E practices significantly enhance project planning and performance. Data management (B3 = 0.353) had the strongest positive impact, followed by capacity building (B2 = 0.144), stakeholder engagement (B4 = 0.191), and M&E planning (B1 = 0.131). Results emphasized the critical role of stakeholder involvement in identifying needs, mobilizing resources, and tracking progress. The study concludes that a well-planned, clearly articulated M&E process strengthens project success. It recommends regular M&E training and capacity-building programs for CLRC staff to enhance effective planning, implementation, and evaluation. | |
