Monitoring And Evaluation As A Tool For Sustainability Of Development Projects In Rwanda : A Case Study Of Agaseke Investment Project In Nyarugenge District

Abstract

Agaseke project is a project that was conceived to empower poor and vulnerable women from the City of Kigali and provide them with skills for sustainable livelihoods. The first phase of the project started in 2007 in partnership of Kigali City with Imbuto Foundation (Office of the First Lady), RDB (former Rwanda Investment Environment Promotion Agency), and later UNIFEM (now UN Women). This research focussed on the role of Monitoring and Evaluation and the sustainability of development projects in Rwanda using the Agaseke investment project in Nyarugenge district as a case study. The research specific objective includes assessing whether investment projects have a Monitoring and Evaluation framework in place analyzing how data is collected and stored in investment projects in order to sustain the project’s monitoring and evaluation and assessing approaches that investment projects can use to improve on its Monitoring and Evaluation. To achieve these objectives, collected data from the respondents composed of different beneficiaries of Agaseke investment projects, Agaseke investment staff and sponsors representative were analyzed using Microsoft excel which synthesized data collected for their better presentation, interpretation and analysis. A sample of 82 beneficiaries of Agaseke Investment Project was taken using Slovin formula from a population of 345 beneficiaries from different cooperatives. Findings showed that to improve on the monitoring and evaluation framework of development projects, regular meeting, timely dissemination of information and frequent data collection are needed and that they should be always encouraged. The researcher concluded requesting for more researches in the same fields taking into consideration other geographical location such us districts.
