    The Role of Strategic Planning on the Performance of the Government Projects in Rwanda: A Case Study of National Domestic Biogas Project

    The focus of this study is on role of strategic planning on the performance of the Government projects in Rwanda with a reference to NDBP. This, to investigate if the strategic planning has a significant contribution to better performance of the Government projects in Rwanda. This study has been carried out because it has been realized that now the government of Rwanda has a lot of projects for the development of rural areas. This is very important and for a country, which has over 89% of its population living in rural areas. All those government projects have strategic plans, but some of them have continuously not performed as expected. The researcher want to investigate if the projects follow, monitor, evaluate their strategic plans for their performance. It is important to see how the strategic planning helps those projects in their performance. The objective of this study is to understand the concept of the strategic planning, its functions and to analyze ways in which strategic planning is used in performance assessment in the government projects in general and in NDBP(National Domestic Biogas Project) particularly. The related literature will be reviewed to understand the conceptual framework. Secondary data was collected to achieve the stated objectives. The secondary data was reviewed for biogas, biogas benefits, Performance, different views on strategic planning, strategic planning process, planning satisfaction, and successful strategic planning. The methodology of the study includes both qualitative and quantitative data analysis whereby secondary and primary data were processed and analyzed. The study has a population of 59 respondents made up of 34 owners of biogas plants construction companies and 25 NDBP staff. The 59 respondents is also the sample size using census sampling technique. The data have been processed, edited, coded, analyzed and interpreted in line with the objectives to give meaningful information. The findings confirmed a strong correlation of NDBP strategic planning and performance. From the study, the results showed that the strategic planning have a great significant impact in the project performance. However a lot has also to be done in follow, monitor and evaluate the project strategic plan for the performance. Strategies should be adopted by Government of Rwanda and NDBP to sustain the project performance.
